Bullying report due

STA understand the long awaited report in bullying at Worcestershire Acute NHS Hospitals Trust (WAHT) is to be published this coming Thursday.

We understand it was first passed to the NHS Trust Development Authority (TDA) late April, and has been dumbed down since, this allowed time for WAHT to fix the problems highlighted in it, so the impact of the report will be less likely to show the trust in a negative light.

We have been chasing the outcome of this Good Governance Institute report for some considerable time. We first sent an email asking for the report to be published on 19th May 2015, you can see the progress below.

The GGI report you commissioned was completed on the 30th of April 2015,  as per your promise when we met in February of this year please could your arrange for a copy to be sent to myself and or make the report publicly available and send me a link.

I have spoken to the relevant person and the review commissioned by the TDA at WAHT was extended to ensure as many people as possible were able to contribute. As a result the GGI are just drafting their report that will be submitted to the TDA shortly. Publication of the review will be determined following receipt of the report.

Thanks for your further query and continued interest.

The final review report has not been completed yet. The NHS TDA will be working closely with the review team to understand their findings and recommendations in detail, with a view towards future publication.

Given the amount of time that has now passed with no further news and yesterday’s news that the review in Worcestershire wants to push ahead with the current acute provider, Worcester Acute Hospitals Trust (WAHT) which is the focus of this GGI report it must now be made public.

I therefore request Under the Freedom of Information Act 2000 that the TDA provide me a copy of the:

Dear Elizabeth,

This response is far from adequate.

You say:

 Are you really saying that the GGI sent a draft / unfinished version of their report to the NHS TDA?

If yes to the above how can you possibly go on to say

The NHS TDA is working closely with the review team to understand their findings and recommendations in detail.

 The NHS TDA either has a final report or it does not, you can understand anything from an unfished / not finalised report.

The most worrying part of your reply is

However, when the report has been finalised, we can assure you that we intend to make the findings publicly available, and will determine a publication deadline following receipt of the final report.

Perhaps what the NHS TDA are trying to avoid telling me / the public is the report is that damning and uses such unforgiving language that they are now working closely with GGI to make the report more palatable and suitable for public consumption before publishing.

Please can you confirm what the finalisation entails?

The report I assume draws on WAHT staff responses, an assessment of how effective management procedures are and how the management self-monitor to ensure continuous improvement of the organisation.

It is really hard to see what finalisation would need doing that involved the NHS TDA in such a report.

RE: Worcester Acute Hospitals Trust GGI report commissioned by Mr David Flory, NHS TDA

Please take the time to read the above email exchanges between myself and various people at the TDA. (Trust Development Authority)

It seems clear to us that attempts are being made to delay the publication of the report, so that its impact can be downplayed due to matters having ‘moved on’.

This is outrageous behaviour, and goes against the strong personal commitment given by David Flory when he announced the independent review.

I would like to know whether or not the GGI report is now ‘complete’.  If it is, please confirm whether or not it is subject to release under the FOI Act.  If the TDA is correct that the GGI report is not actually complete, please explain how this can be the case?

Our understanding was that GGI spent some weeks discussing the report with the TDA, please explain what further process is going on now?

The response from TDA today risks bringing the whole process into disrepute, and also calls into question the independence of the GGI, which would appear from today’s information to be colluding with the TDA to cover up this report.

Neal Stote to Dr Jonathan Wells – Chair Redditch & Bromsgrovw CCG 30/06/2015

Dear Jonathan,

I email you out of total frustration,  anger and deep concern regarding the GGI report Mr Flory commissioned in February of this year.

Please take the time to read the email chain below that shows discussions between myself the TDA and the GGI dating back to the 19th May 2015.

Given RBCCG commission WAHT I would of thought you and the other 2 Worcestershire CCG’s that also commission them that you would of been as keen to see the GGI report as myself.

Do RBCCG not find it worrying that despite 5 senior consultants now having resigned from the Alex, 6 in total from the trust all having highlighted (or rumoured to have highlighted)  serious disagreements with  the trust management for their reasons as to resigning that this GGI report commissioned by the TDA because of bullying allegations at WAHT is still not published.

Reading the latest response from the TDA would suggest it will not be published anytime soon either, the words cover up do not come close to what appears to be going here.

Is RBCCG totally powerless?  Your email response today to my previous email would suggest so.

Do the other 2 Worcestershire CCGS just not care or is that they are just so blinded by WAHT’s unfounded threats about service loss in their neck of the woods should WAHT finally and quite rightly in my opinion be dissolved that they are content to put up with a poorly performing obviously failing provider?
